Welcome to Carter Hill Homeowners Association

We are a self-managed community of 90 units - 55 townhouses and 35 manor houses.

Our location offers outstanding convenience for commuting, top-ranked schools in Montgomery County, proximity to hospital and university campuses, and access to commercial venues. Our neighborhood is diverse and multicultural, respectful of individual differences, supportive of community interaction. Homeowners participate in our governance.

Our Board of Directors are volunteers of the Association, and elected by homeowners at annual membership meetings. The Board meets once a month; meetings are open to all members.

An annual assessment supports the pool, grounds, and appearance of the neighborhood. An additional 25% assessment for townhouse owners provides funds for the parking lots. This comparatively modest assessment supports both operating expenses (e.g., taxes, pool, landscaping) and reserves (i.e., savings for future capital expenses).

Community Amenities

Swimming Pool

Resort-style pool with separate children's area, open from Memorial Day through Labor Day. A summer highlight is the annual pool party and potluck dinner. Hot dogs, hamburgers and beverages are provided by the Association; a variety of ethnic specialties are brought by the homeowners.

Tennis Court

Public tennis courts adjacent to the pool are maintained by the City of Rockville..

Walking Trails

Walking dogs and jogging are a delight in a neighborhood with mature trees and beautiful landscaping.

Guest Parking

Each townhouse is assigned two parking places and guest parking spaces are conveniently located throughout the community.

Membership Portal

Welcome to our membership portal! The account systems on the portal allow for better reporting and user access, will provide easier tracking and communication with homeowners for future payments, and provides ready reference for documents and announcements of upcoming events. The minutes of Board of Directors meetings, By-Laws, and Declarations of Covenants, and Architectural Committee Request for Change forms are posted on the portal.
